Reviewing Policy Standards

In the upcoming days, Fairfield County School District Superintendent Patrice Robinson will begin reviewing the school board’s policy manual to make sure that all board decisions adhere to its established policies.

According to Board Chairwoman Annie McDaniel, when the board makes a decision, or approves a motion, the superintendent or someone from the office reviews the manual to make sure the board is not violating one of its policies.

“We don’t want to do anything to violate our own policy,” McDaniel said.

Yet the board may be doing just that, by having three standing committees of the board.

Under the district’s policy regarding standing committees, it states “there will be no standing committees of the board. The board believes that it operates most effectively without committees. Board members will receive the same information, explore options and make decisions together.”

It does, however, allow for special temporary committees.

“The chairman may appoint special committees subject to board approval. The function of special committees will be fact-finding, deliberative and advisory, but never legislative or administrative. Such committees will serve until they have accomplished their purpose and/or until they are discharged,” states the policy.

The policy was adopted in August 1983, then revised in August 1990, September 1996 and again in December 2003.

McDaniel said when the board voted to create the hearing committee, they did request that the policy (regarding board committees) be updated to reflect the change. However, that motion was made after the board voted to create both a finance and executive committee.

“If we’re in violation of our own policy, we will move expeditiously to correct the policy,” said the chairwoman, who serves as an ex-officio on all of the committees. Each committee must consist of at least three members.

All three committees were created to help shorten the length of the school board’s regularly scheduled meetings as well as help get the board’s two newest members – Danielle Miller and Polly Parker – up to speed on district information, McDaniel explained.

“When you have committees, you can work out the details during those committee meetings and bring it back to the full board at a later time,” McDaniel said.

Since Miller and Parker were elected last year, the board has not held a retreat, the chairwoman said.

“There are a number of procedural things we need to look at since we have so many new board members,” said McDaniel, who has served on the board since 2000.

On Tuesday, the board requested that Robinson review the policy, and if needed, revise it so the board can have standing committees.

The committees were created before Robinson’s employment with the district.

Break down of the board’s three standing committees:

Finance Committee

The finance committee was established to be a standing committee to monitor the school district’s finances. One of its main objectives is to have a comprehensive salary study completed.

Hearing Committee

In the past, the school district had a hearing officer who handled student disciplinary actions. The board ended its contractual agreement with the officer, and formed its own committee. In addition to including the three board members, the school’s superintendent also serves on the standing committee. Appeals are made to the entire seven-member board.

Executive Committee

The executive committee was developed to prepare for the school district’s upcoming visit from the Southern Association of Colleges and Schools (SACS) review team as well as develop a working relationship with the regional accreditation agency. With the introduction of two legislative bills that will change the way the school district operates, the committee has added that issue to its list of objectives.

MY PERSONAL OPINION IS THAT THE SLATE FOR THE HOUSE OF REPRESENTATIVES AND THE SENATE IS WIDE-OPEN REGARDLESS OF WHETHER WE STILL WILL BE ABLE TO ELECT OUR SCHOOL BOARD MEMBERS OR NOT.

COUNT UP ABOUT 9 BLOCKS FROM THE BOTTOM. Leon Howard says what Coleman and Boyd are doing with their bills is a "civil rights violation." I agree. Ford tries to warn Coleman about what he is doing is wrong and how he (Coleman) will be remembered.

LOOK AT BLOCK FOUR FROM THE BOTTOM:

Randolph says "it is as if they think the people in Fairfield County cannot

make their own decisions."

THAT IMPLIES THAT THOSE BOYS, COLEMAN AND BROWN, THINK WE ARE STUPID.

What you are seeing with our Legislative Delegation is a government takeover. The federal government is doing the same. Think about the Health System.

Think some more:

1. These boys claim it is temporary. What if the percentage of money placed into the classroom reaches their goal of 70%? The law is supposed to "sunset" as they say. That just means "ends." They don't talk our language because they want to confuse us. Anyway, After the goal of 70% is reached, a month later it falls to 69%. Then, what happens? No one knows. Those expert lawyers they say they talked to didn't think of that one. They are trying to make us the bottom end of the yo-yo. They are the ones pulling the strings. Those kids are catching the "heat" now that the NAACP and the Black Caucus have gotten wind of their takeover plans. Their feet have been "put to the fire." Hence, you see where the first and second pages of the Tuesday "Herald" are devoted to their positions.

Has Denton given the other side "equal time" in the newspaper? Wonder what that would cost the taxpayers. I guarantee the boys got coverage for free. That was an ad to convince you to lose your democratic rights given to you by the Almighty God. Who do you answer to?

Just got the Tuesday "Herald." Those boys got 2 whole pages.

1. Did they pay for that advertisment?

2. Is that a political ad?

3. Name the legal experts unless you are afraid to do so.

4. Looks to me like they are trying to justify their actions due to the article in the "State" by Roddy Burrows.

5. Ask Mr. Brown when he intends on telling the taxpayers about the THIRD BILL he filed that is hung up in committee?

6. Will that bill be the subject of another secret Press Conference? Why the secrecy? Are you ashamed of your actions, Guys?

Those 2 young gentlemen said the time was right for these bills. THEY HAVE NEVER SAID WHY THE TIME IS RIGHT? Why did they not do it sooner? When they were running for office, Coleman said he already had too much on Brown said he would meet with us. But he never did.

Did a certain group of people push these two boys into doing what they should have known was not right? Yes, those people were visible at the Press Conference that was hidden from the taxpayers. What goes around, comes around.

THE LEGISLATIVE DELEGATION IS MADE UP OF TWO IMMATURE LITTLE BOYS TRYING TO MAKE IT BIG. THAT GOT A NAME FOR THEMSELVES, ALRIGHT. ANY FOOL CAN SEE THAT CIVIL RIGHTS ARE BEING VIOLATED.

Ooookay...Let me get this straight...Policies (rules) were put in place for a good reason. If you break the rules, don't adjust the behavior-just change the rules!

Annie, can't wait to see you taken out in cuffs girl! And not the fur-lined ones you are used to!
