WINNSBORO — During the recent school board meeting, the board of trustees approved the construction management at risk (CM-Risk) method for the construction of the new Career and Technology Center.


Before building begins on the new career center, the school board approved the construction method, which was recommended by superintendent J.R. Green and passed by a majority vote of five out of seven.


The CM-Risk method was selected after the review of five different methods.


CM-Risk characteristics


• Owner selects the architect based upon qualification and fee


• Owner selects construction manager based upon qualification and fee prior to design being completed


• Architect and construction manager work together to deliver the project the owner requires


• Owner may be involved in sub-contractor selection


• A guaranteed maximum price is established early in documentation


• Competitive bid for subcontracts


Some advantages using a CM-Risk method include owner can be involved in selection of construction manager team members, a guaranteed maximum price is established and owner can be involved in sub-contractor selection.


Green stated that there are several advantages including being able to choose a construction manager and being involved with the budget.


Green likes the CM-Risk method because it allows the small jobs of the project to be bid out to local vendors.


“The construction agency has the ability to utilize local contractors to a larger extent,” Green explained. “We will get a little bit more involvement by showing that we have local vendors involved in the process.”


The characteristic that Green is the most fond of is that the project will have a guaranteed price tag.


“Once we agree on a price, the construction firm cannot come back and raise the price,” he said. “The number one thing is that once the price is agreed on, we’re not worried about going over that number.”


Green noted that the contract can also contain incentives for the construction firm to finish early or under budget and then receive a percentage of monies saved in return.


The new Career and Technology Center is planned to be built in between Fairfield Central High School and Fairfield Middle School on the 321 Bypass, with the opening scheduled for the 2015 school year.
