JENKINSVILLE — The Jenkinsville Water Company suffered a loss of 65,000 gallons in August when a construction company pulled water from a 300,000-gallon tank near the campground on S.C. 215 by the Richland County line.
The company had connected a hose to the tank to fill up a 5,000-gallon truck, and upon that discovery JWC President Greg Ginyard called the police and filed a report.
“There was a company that was working on the roads in Fairfield County recently, and they didn’t ask permission to use our water,” Ginyard stated. “We (JWC) were thinking we had a major leak somewhere in the system.”
Ginyard called the Fairfield County Sheriff’s Office on Aug. 12 to report the larceny of water on Aug. 8. According to the incident report, the deputy was referred to a driver’s supervisor, Loui Frampton, who stated he had been given permission by Herb Spentz from Winnsboro.
Spentz denied giving Frampton permission to use JWC’s water supply.
Deputies were eventually contacted by county technician Bill Coleman, who noted that the construction company was supposed to be pulling water from the water main off Brown’s Bridge Road (Mid-County Water Company) on S.C. 269.
A judge denied prosecution and noted that the situation sounded “like an actual mistake and not a criminal act.”
FCSO Captain Brad Douglas echoed the judge’s statement and told The Herald Independent it was all a misunderstanding.
“The construction company had permission from another company to get water and mistakenly hooked up to the wrong tank,” Douglas noted.
Ginyard said JWC would depend on legal matters to receive payment for the water taken.
“I’ve talked to the company and we’re working on receiving their payment for the water used,” he stated.
The company reportedly took 65,000 gallons, but according to Ginyard’s sources, he believes the company began taking water on Aug. 6 not Aug. 8. Spentz said he did not give them permission and had advised the company to pull water from S.C. 269 (Mid-County Water Company).
“They thought for some reason that they were getting water from Mid-County Water Company,” Ginyard stated. “Everyone knows that Jenkinsville Water Company serves Highway 215 from the Richland County line all the way up until the Chester County line.”
A board member recommended JWC spraypaint a logo on all JWC hydrants to prevent misuse of company water in the future.
“I don’t have a problem with that,” Ginyard replied. “It won’t hurt or be a big cost. I think it is a good idea.”
In other business, Green said he noticed a drop in production at Well 13 on Aug. 29. It dropped from 1,100 gallons per minute to 50 gallons per minute.
“I’m thinking there is a problem with the pump,” Ginyard stated. “We’ve had a problem before where the motor was not spinning the pump with a high enough RPM to pump the water.”
Ginyard said there is a spare pump available, but they will not know what the problem is until the pump and motor are pulled out of the ground. He also advised the board that there would be no additional cost because both the pump and motor are still under warranty.
“It (Well 13) is pumping,” Ginyard noted. “But it is not pumping at the capacity it should be at.”
Ginyard said the other wells are pumping enough capacity to cover the slow production from well 13.
After a short executive session to discuss contractual, personnel and legal matters, no actions were taken during regular session.
During the President’s Report, Ginyard advised the board that the implementation of chloromines was being used to disinfect the water in Winnsboro.
“This really doesn’t affect us,” he noted. “We’re only using around 50,000 gallons of water from Mid-County. They have wells throughout their system and I’m not even sure their water comes from the Winnsboro reservoir.”
The next Jenkinsville Water Company is scheduled for Oct. 7.
