Carolina Community Actions, Inc. Assists Low-Income Families with Home Cooling Bills, HVAC Units and Other Services Carolina Community Actions, Inc. (CCA) is now taking applications to assist low-income families with home energy cooling bills and a variety of other programs and services. The Low Income Home Energy Assistance Program (LIHEAP) assists households with funds to pay electric and gas cooling bills up to $1,000, purchase and install new air conditioner units, repair and replace HVAC units. The General Emergency Assistance Program (GEAP) assists households with rent or mortgage bills, tuition for Certified Nursing Assistant (CNA) training, job training, employment and child care and obtaining a general education degree (GED). Eligible households may be served twice during the program year. Household income for one person cannot exceed $1458.75 and the household income for two persons cannot exceed $1966.25 Add $507.50 for each additional person in the household to help determine eligibility. Income varies for LIHEAP and GEAP programs. Applications are taken Monday through Thursday, from 9am to 4pm at 414 Suite A, Congress Street, Winnsboro, SC 29180. Carolina Community Actions, Inc. (CCA) programs are funded through the Department of Health and Human Services and administered through the Office of Economic Opportunity (OEO) in Columbia, SC. CCA is a private non-profit corporation whose mission is to promote self-reliance of low-income individual and families by forming partnerships which will provide a systematic reduction of the causes and conditions of poverty.
